By-Laws, Rules and Regulations

I have a question about the by-laws, first off let me start by saying that I am glad we are choosing to upload it to an area that is accessible to everyone, but I would like some clarification on who is responsible for ensuring that each homeowner has a copy of the bylaws, is it KRJ or the HOA? in addition, I was once told that there was a cost for obtaining the bylaws which seemed a little out of left field to me, in any case can someone please provide clarity on who is responsible for providing the by-laws to homeowners, especially new owners.
KRJ should provide a copy of the by-laws to homeowners. I am not certain about a cost, as it has been so long ago since I requested a copy. I am attempting to get a copy to post to our blog. As soon as I have it or find out about an associated cost, I will post the information.
Thanks for following up Omah. The reason why I brought this up is because KRJ said it was the HOA's responsibility to provide the bylaws to each homeowner. There appears to be a huge disconnect between what the HOA is responsible for and what KRJ is responsible for. I think it is almost worth outlining on this blog, a defined list of things that KRJ is responsible for and a list of what the HOA is responsible for. This may help filter some of the confusion.
Thanks Omah, I did receive the rules. I have a follow-up question. You mentioned that there is $100 fee for the bylaws an it should be provided as part of the resale certificate at closing, is this a Texas law? (I’ve done some research and don't see where it is a Texas law) or a condition in the bylaws (I’ve skimmed through the bylaws and don't see this stated there)? Additionally, if the bylaws are provided electronically, would there still be a fee associated to it (I am assuming know but I am trying to get a full picture on the process and procedure on this).
Regarding the responsiblity of distribution of documents of the Association. A SELLER upon request of the potential BUYER requests a RESALE certificate and docs from KRJ after paying the $100 for this service which is a requirement of any sale. The HOA does not distribute docs. OWNERS, that lease their units are responsible for giving a copy to the tenants at move in if requested. If for some reason you lose your copy and need another it is $.15 a page for a new copy. That is not needed with the blog. Hope this answers your questions. Tish
Zada, I am not aware of it being in Texas Law. It may have been a rule set up by KRJ, but that my be speculation. I sent out the by-laws as a courtesy and have no qualms about doing so when contacted.
